I first picked it up in grad school, a few years ago, and Nelsons cerebral musings pulled me in, and her writing washed over me. To this day, anything Maggie Nelson, but especially Bluets, reminds me how lovely the written word can be. Bad Feminist  by Roxane Gay. This collection of essays made me laugh, brought me to tears, and angered me, all at the same time. Every time I pick it up, I notice something I hadnt thought about before, or more questions arise. An Article Critique In his article entitled â€Å"Is There a Philippine Public Administration?†, Dr. Onofre Corpuz attempts to explain and define the scope of government as he believes that this is crucial to establishing the scope of one’s personal life, which ought to remain private and â€Å"inviolable from public invasion†. He writes, â€Å"The fact that the scope of government has not been discussed is not strange†. As such, the article focuses on the role of government and its scope in an effort to answer the fundamental question concerning the existence of a â€Å"Philippine† Public Administration. Although the essay has no explicit â€Å"yes† or â€Å"no† answer to the question at hand, it goes without saying that there is indeed a Philippine Public Administration inasmuch as there are major Philippine institutions that shape such, to wit: education, politics, and government. By looking into the logical development of the ideas presented in the article, it can be said that the author’s way of putting his message across is descriptive, historical, and discursive. In explaining the transition of each Philippine institution, the author employs details of different regimes in Philippine history and links them to the question at hand. It is also discursive because the author spends a lot of time dealing with several details that are only slightly connected with the article’s main thesis. On Philippine education, he asserts that history and science are the weakest aspects, which I think is evident in the status quo. The book of Ferdinand Marcos entitled â€Å"Tadhana†, which was written in 1976, is also mentioned in the article. Corpuz implies that the latter is not reminiscent of the true history of the Filipinos inasmuch as its main characters are foreigners and majority of the people that it features are Spaniards. He describes the Filipinos’ lack of a sense of history as â€Å"fateful† and the sense of nationhood in the civil service as â€Å"fuzzy†. He also mentions how media continues to influence a large number of audience at present, laments over the way we treat standards of precision and quality, and explains the repercussions of the government’s act of neglecting the Bureau of Standards. He writes, â€Å"It is the same reason for the fantasy of having many intellectuals in the country†. On Philippine politics, the author briefly reminisces the Filipinos’ past experiences under the Spanish regime. During this period, the author writes, â€Å"The Filipinos were deprived of any meaningful experience in the politics of civil government†. The gobernadorcillos or town mayors, who were chosen from the upper class, were nothing more than figureheads of the Spaniards. Yet, beyond the politics of civil government, the local upper class developed its own politics, which was the pueblo religious fiesta. Members of prominent pueblo families competed for a post called â€Å"hermano mayor†, the one who sponsors and presides over the celebrations. Efforts and personal expenditures were necessary to achieve this in exchange for few days of personal glory. The author argues that the main objective of the politics of civil government is to serve the general welfare of the community, which is far different from the politics of the fiesta that only seeks personal success and that of the family, after one prevails over his opponents. In other words, the goal of the former is entirely public, while the goal of the latter is clearly private. The author argues that this kind of politics, which is only contested by the people of the upper class as it keeps average people out, remains evident at present and even became the basis during the American period. On Philippine government, the author describes the quality of public administration during the American period as manifested by the way equipment, from tables and tools to books, were kept by property officers. However, the American regime was only limited as its only purpose was to govern the country as a colony, thereby maintaining â€Å"US presence† in the East. During this period, not all levels of education were funded by the national government. For example, elementary schools were run by municipal governments. Despite all these, the traditional structure of Philippine society remained with the principalia on top and the common people below them. Because the Americans have introduced the concept of â€Å"popular elections†, they thought they have already established a â€Å"working democracy†. The achievement of autonomy in 1935 marked the emergence of Filipino concepts of politics and government. The author mentions the expansion of the national government as it has taken full control of Philippine educational institutions. The author also talks about how â€Å"connections† between private businessmen and politicians developed during the time when private enterprises were regulated by the government. The author writes, â€Å"Even in the best of times, public administration cannot perform its roles well†. In his immortal argument, the author asserts, â€Å"The period of nationhood is much shorter than the history of colonial experience†. Despite this, the author still believes that the kind of public administration that exists in the country is truly Filipino, citing the concept of political padrinos and the one-man leadership in political parties. Furthermore, he talks about the Civil Service Commission and the defects inherent in this constitutional commission. He argues that problems related to public administration remains pervasive as our political culture has failed to regard civil service as the â€Å"foundation of government†. He even compares the civil service to the Pasig River, which, as we all know, is biologically dead. In the end, the author implies the need to improve the public administration in the country as it is the only way to attain development for the people. According to Corpuz, the only good thing is the fact that the entirety of the peopleâ€⠄¢s lives is not yet covered by the scope of government, which means that we can still pursue our personal interests privately. He ends his article with a goal, â€Å"to have a public administration that is an image of higher ideals and values†. Overall, it can be said that this article has contributed a lot to the present state of Philippine Public Administration as it provides a clear background of the major institutions that continue to influence this field. According to Brillantes and Fernandez (2008), this is one of the two essays used in the introductory course in Public Administration both at the graduate and undergraduate level; the other essay is that of Dr. Raul De Guzman. This alone proves the fact that indeed, this article serves as a major reference of almost all researches or studies in the field of Public Administration at present, which is why Dr. Corpuz is considered an eminent scholar of the said field. Although the author has properly substantiated his claim regarding the existence of a Philippine Public Administration, it can’t be denied that he has not clearly answered all the major questions raised at the beginning of his essay. As I have said earlier, the article seems to be discursive because it deals with a lot of things that are not relevant to the main thesis. I have also observed the lack of a smooth transition between paragraphs in the article. It appears as if every sub-heading was not connected to each other as they were discussed independently. Even in the article’s concluding statements, the scope of government, which the author ought to define, remains unclear, although the question regarding the scope of private life was partly addressed. What readers are sure about is the fact that the public administration that exists in the country is indeed Filipino. To improve this article, it would be better if answers to the questions raised in the introductory part were explicitly given, not implied. Also, I think that the use of figurative language (I refer to the choice of words) is counterproductive insofar as comprehensibility is concerned. In other words, I think there is a need to simplify the article in order to easily put its message across various readers. It would also be better if the author defined the scope of every institution as basis for the scope of the entire government, which remains poorly defined, so to speak.

The first regulation is that the nuclear power plant must be licensed by the United States Nuclear Regulatory Commission and while the reactors are being built they will be supervised at all time and there has to be a final inspection as soon as the reactor is finished. After a while the uranium will not be able to be used anymore but it is still very radioactive so they have to put it in safe containers and store it either at the plant or shipped to a storage facility. The third safety regulation is transportation. Trains, trucks, airplanes, and boats all transport radioactive materials. The United States Nuclear Regulatory Commission and the department of transportation have made rules about how much radioactive waste can be transported at one time. They d o this because if there was a spill they want to keep the amount spilled to a minimum. The forth regulation is fire safety. Fire detection is so important that they have adequate fire monitoring systems. They also have a group of people that there only job is to watch for fires and if there is one to report it right away. Nuclear power plants are required to have one control station protected against fire in which workers can safely shut down the reactor if necessary. The fifth and final regulation is reports. The plant must report if they are shut down for any reason, any event that can negatively affect the plant even if it is out of their control, and they must report any airborne or liquid release of radioactive materials must be reported to the United States Nuclear Regulatory Commission if it exceeds the predetermined amount. The waste that comes from these plants if they choose to send it somewhere goes to a remote location in southeastern Washington State called Hanford. In this desert about 2 million curies of radioactivity and thousands of tons of chemicals are stored there. There are many weapons and medical needs. The amount of nuclear energy out there right now poses the biggest threat to public health in human history. Medical planning and defense preparations for nuclear war have increased. There is little evidence that they will be of significant value in the aftermath of a nuclear conflict. Security seems to be incompatible with basic principles of medical ethics and international law if there is any sign of weapons of mass destruction. The primary medical responsibility under such circumstances is to participate and try to prevent the start of a nuclear war. In 2008 there were some big changes made to the final FY funding bill which was then submitted to the Department of Energy’s office of Nuclear energy. Some of the programs received more than they had requested for while significant cuts were made to the budgets for other programs. The administration had requested for $801.7 million for the Office of Nuclear Energy’s. The Consolidated Appropriations Act provided $961.7 million which is $160 million over the requested amount. Preparing uranium for a reactor is a long drawn out process it goes through the steps. The steps are mining, milling, conversion, enrichment and fuel fabrication. These steps make up the first part of the nuclear fuel cycle. Uranium will spend about three years in the reactor before it goes through the second part of the nuclear cycle. The second part of the cycle includes temporary storage, reprocessing, and recycling before eventually disposing as waste. With a financial push from President Obama and even Bill Gates Nuclear energy is out in front of all the rest as an alternative to generating electricity with fossil fuels. Radioactive decay is the spontaneous breakdown of an atomic nucleus resulting in the release of energy and matter from the nucleus. Fission is a nuclear reaction in which an atomic nucleus splits, or fissions, into fragments, usually two fragments of comparable mass, with the release of large amounts of energy in the form of heat and radiation. Fusion energy can also be produced by combining light nuclei in a process is called nuclear fusion. The things that have gone on in Japan have been absolutely terrible. On March 11th is when the earthquake and tsunami hit Japan. The nuclear power plant had emergency procedures in place for an earthquake in Japan. The nuclear power plant has fuel in the reactors that gets very hot and continuous stream of water that runs by the heated fuel and carries the heat away. This fuel is designed to work in such a way that it will cool on its own if there are no continuing chain reactions. When the earthquake hit, the plant shut down as it was designed to do and emergency power went on. However, then the tsunami hit as well, and power was completely knocked out. Of the eight reactors, they were having problems with three. The combination of two natural disasters is what caused this issue. Every nuclear power plant has to prepare for emergencies just like the one in Japan. Some of the rules you are supposed to follow when a power plant has an emergency are to listen to the specific warnings because you may be able to take care of the problem before it would get outside the power plant. Review your emergency handbook and be sure to tune your radio to the emergency alert systems channel to keep updated on what’s going on. Finally, evacuate to a designated reception center. Now there are different things you have to do when the emergency has already happened. If you are told to evacuate do not return home until officials say its okay, if you are told to stay inside and not come out do it and seek medical treatment if you have any unusual symptoms such as nausea which could be related to the radiation exposure. My personal opinion on developing nuclear energy is that it is a good thing to have around because it produces energy and jobs. The bad thing about it is that it is very dangerous to have around. If there was ever an accident it could leak toxic radioactive waste everywhere. I think that we should not produce nuclear energy in the United States because it is too dangerous. I would be against it if the United States ever decided to put a nuclear power plant in Delaware Ohio. If something were to go wrong all the people and businesses around there could be hurt and the people could die. If we had a power plant in Delaware Ohio there would be no way they could store the radioactive waste here they would have to send it somewhere else which would cause more of a danger because then a spill could happen on their way to the new site.That is to close for comfort. If they decide to put more nuclear power plants in the United States they should put it out in the middle of nowhere. I t hink that would be the safest place for them to be. References Black, R. Down to a Sunless Sea is short story written by Neil Gaiman and published in the British newspaper The Guardian on March 22nd 2013. Taking place in London, this story describes a rainy encounter on the banks of the Thames which unlocks a tale of loss and grief. The setting is London. Presumeably 18th or early 19th century based on how the Thames is described as extremely filthy and filled with the bodies of cats and dogs. Also the mention of the so-called mudlarks: people who scavenge in river mud for items of value. This term is especially used to describe those who scavenged this way in London during the late 18th and 19th centuries. So, on the docks of Rotherhithe a woman encounters you. She tells you the story of how her son left her to go explore the seas on a ship. The ship he gets on is hit by a storm and he is left on a rescue boat with eight men. As the inevitable hunger sets in, the men eat the boy and toss his remains in the sea. The ship’s mate, Jack – a former lover of the boy’s mother – manages to get a single bone from the boy, a bone which he brings to the mother when they finally reach land. The woman then informs Jack that the boy was in fact his own son. After hearing this, the ship mate fills his pockets with stones and walks into the sea, and thus killing himself. Most important for the short story is of course the woman, as she is the one doing the monologue and telling her story. Having lost her son, her husband and her lover to the sea, the woman is heart-broken. She does not care about the rain or anything else for that matter. She walks the docks, staring at the sea that has taken everything she loved. There is no description of how the woman looks. All we get is the sensation that she is completely and utterly broken and has nothing to live for. The author of the story also manages to merge you, the reader, into the story by making you the person the woman is telling her story to. This helps getting the reader more involved in the story. The language of the story is very descriptive, yet very superficial. Descriptions of essential things for the story like the constant rain, that really helps set the mood for the reader, and the extremely important monologue of the woman, is very well described. Descriptions of how the characters look are however left out completely. This style of writing is very typical for short stories. The focus is on describing the elements that are really important, and the reader therefore has to imagine by themselves the things that are left out. Most of the locations in the story are mentioned by their actual name, for example the Rotherhithe docks1, adding to the realism of the text and making it easier for people who know these places to visualise the story. Gaiman utilizes plenty of linguistic tools in his short story. Right off the bat in the first line, we are thrown into the first metaphor. â€Å"The Thames is a filthy beast: it winds through London like a snake, or a sea serpent.† This metaphor is obviously filled with negative connotations. â€Å"A filthy beast† sounds very dirty and unpleasant and the comparison between the river and a snake – an animal that has been frowned upon for millennia due to its role in the Bible. Also in the very last line, Gaiman throws in another metaphor: â€Å"†¦ and the water of the rain runs down your face like someone else’s tears.† Throughout her story, the woman refers to the sea as ‘cruel’ more than once. This last line could mean that the rain is the tears of the ocean. Raining is the ocean’s way of crying. Although it might not shed tears as it received the bones of the boy, it still shows regret by raining and crying later on. The last line could also mean that rain running down your face symbolizes the woman’s tears. She has cried so much and she is unable to cry anymore. By sharing her story, she has also shared her sorrow and grief. The language of the text is characterized by being rather sophisticated, yet also influenced by spoken language, as seen in line 12 on page 2: â€Å"And then she sees you. She sees you and she begins to talk, not to you, oh no, but to the grey water from the grey sky into the grey river.†, where we see repetitions in both the first and the last parts of the sentence. The narrator of Down to a Sunless Sea is an omniscient third-person narrator. He or she knows everything. For example in the beginning of page 2, where we are told that â€Å"†¦ there are no mudlarks over fifteen years of age.†. Knowledge like this wouldn’t be available to the normal person, but becausethe narrator is omniscient, he or she knows this. Another example is seen right below our first example. The woman walks the Rotherhide docks as she has done for years and decades – nobody knows many years, because nobody cares. The role of the narrator is to convey the story to the audience. Had the narrator of this story been a first-person narrator – something that could have been done very easily by removing the you and replacing it with a first-person narrator – it would have changed the very feel and mood of the story. Down to a Sunless Sea is quick and chilling read that does its job well. The ending, perhaps, left a little bit to be desired but also has its charm in that the reader has to interpret the open ending by him or herself. A short, eerily creepy and chilling to the bone read that benefits from its extremely descriptive language and clever use of interpreting the reader into the story.

Statistics say that 1 in 3 people use the Internet for e-mail, 1 in 6 use it because they want to find out how it works, 1 in 8 want business information and 1 in 2 go to the Internet for education, hobbies, job listings, and entertainment. In 1993 less than 1% of users paid for the use of the Internet. By 1995, it rose over 200% due to the profits companies made from providing the service. Because of the demand for the Internet around the World, and the amount of capital a business could make that provides this service, is surprising. An example of this is Cisco Systems, a once Silicon Valley based business, which is now an Internet Technology provider, brought in $10 billion in 1986, this is 14 years before what the Internet is today. In 1999 they became the third company in his tory to exceed $300 billion in market capitalization, second is Microsoft, and first is General Electric (Bunnell 29).. Youth Violence essays Are we solving youth violence by sending minors to jail in adult prisons? In the article Tough Justice for Juveniles author Edward Humes discusses the underlining problems with the Juvenile Justice System. In this article Humes claims in paragraph 2 that: Our national fixation with meting out adult punishments to young criminals has blinded us to the underling crisis-the juvenile systems shocking inability to impose meaningful penalties, or even supervision, on offenders before they become the predators we so fear. Personally, I agree with the Humes, the Juvenile Justice System is so readily willing to punish young criminals to the furthest extent of the law. In most cases without even considering, theyre prior criminal history or the crimes, that they are currently being processed. Humes illustrated examples in paragraphs 4, 5, 6, and 7 by discussing two youth offenders and the punishment that they where sentenced to after being processed through the current laws used by the Juvenil e Court System. In this article, the author clearly illustrates an appeal to authority by displaying a rational tone that isnt offensive and the author appears to be personally knowledgeable about the subject matter making his views creditable. The author also clearly expresses a genuine concern for the subject matter being discussed and offers suggestions on how to correct the problem illustrated in the claim. In paragraph 11 Humes stated: We can keep tinkering with the laws so we can ship more and younger children to adult court, but this does nothing to return juvenile courts to their original mission: to deal with young people before they become hardened criminals. I believe that Humes is trying to express a concern that most people have surrounding youth crime which is the fact that we dont want to send children to adult jail so that they can learn to become better criminals ...
