This essay requires that I identify the main provisions of the the Foreign Corrupt Policy Act (FCPA) and then set forth the manner in which American businesses can comply with this act so as to compete with foreign businesses. The FCPA was enacted in 1977 during the term of President Jimmy Carter and is codified at 15 U.S.C. Sections 78-dd-1 et. seq.. During the 1970s the Security and Exchange Commission (SEC) commenced numerous investigations of American businesses and their questionable payments to foreign governmental officials. As a result of these investigations, the Foreign Corrupt Policy Act was proposed. The SEC is the equivalent to police departments, but for corporations. The FCPA was enacted as legislation so as to prevent American corporations from bribing foreign officials. All corporations who are listed and traded on the stock markets in the United States must comply with the reporting and accounting standards as required by the SEC. The FCPA has three main components. First it requires corporations to keep detailed books, records and accounts which accurately record corporate payments and transactions. Also, employees must create and manage a sufficient system of internal accounting controls. The second provision regards the bribery of foreign officials. Bribery refers to any gifts, offers, payment, or promise of payment. Even making a relatively small payment of $100 is a violation of the Act. Introduction Radiation is a form of energy and different types of radiation have different amounts of energy. If radioactive waste gets out of its safe container and in to the environment it could contaminate the wildlife and people. A type of radiation is nuclear energy. Nuclear energy is said to be safe compared to other energy sources. The three safety issues with nuclear energy is controlling the rate of the reaction if the reactions is uncontrolled it could cause a meltdown and radiation could seep outside of the power plant. The next safety issue is managing the radioactive materials used in the reactors. The third and final safety issue is the security of the material, because if it gets in to the wrong hands it could cause a nuclear war. A nuclear reactor produces and controls the release of energy from splitting the atom. The electricity released is used to create heat which is then used to create steam which in the very end you end up with electricity. Amounts of radiation released into the environment are measured in units called curies and the dose that a person receives is measured in units called rem. When it comes to nuclear energy there are a lot of regulations. The first regulation is that the nuclear power plant must be licensed by the United States Nuclear Regulatory Commission and while the reactors are being built they will be supervised at all time and there has to be a final inspection as soon as the reactor is finished. They do inspections quite often to check the condition of the plant and to make sure they are following the laws. The second regulation is storage containers. After a while the uranium will not be able to be used anymore but it is still very radioactive so they have to put it in safe containers and store it either at the plant or shipped to a storage facility. The third safety regulation is transportation. Trains, trucks, airplanes, and boats all transport radioactive materials. The United States Nuclear Regulatory Commission and the department of transportation have made rules about how much radioactive waste can be transported at one time. They d o this because if there was a spill they want to keep the amount spilled to a minimum. The forth regulation is fire safety. Fire detection is so important that they have adequate fire monitoring systems. They also have a group of people that there only job is to watch for fires and if there is one to report it right away. Nuclear power plants are required to have one control station protected against fire in which workers can safely shut down the reactor if necessary. The fifth and final regulation is reports. The plant must report if they are shut down for any reason, any event that can negatively affect the plant even if it is out of their control, and they must report any airborne or liquid release of radioactive materials must be reported to the United States Nuclear Regulatory Commission if it exceeds the predetermined amount. The waste that comes from these plants if they choose to send it somewhere goes to a remote location in southeastern Washington State called Hanford. In this desert about 2 million curies of radioactivity and thousands of tons of chemicals are stored there. There are many weapons and medical needs. The amount of nuclear energy out there right now poses the biggest threat to public health in human history. Medical planning and defense preparations for nuclear war have increased. There is little evidence that they will be of significant value in the aftermath of a nuclear conflict. Security seems to be incompatible with basic principles of medical ethics and international law if there is any sign of weapons of mass destruction. The primary medical responsibility under such circumstances is to participate and try to prevent the start of a nuclear war. In 2008 there were some big changes made to the final FY funding bill which was then submitted to the Department of Energy’s office of Nuclear energy. Some of the programs received more than they had requested for while significant cuts were made to the budgets for other programs. The administration had requested for $801.7 million for the Office of Nuclear Energy’s. The Consolidated Appropriations Act provided $961.7 million which is $160 million over the requested amount. Preparing uranium for a reactor is a long drawn out process it goes through the steps. The steps are mining, milling, conversion, enrichment and fuel fabrication. These steps make up the first part of the nuclear fuel cycle. Uranium will spend about three years in the reactor before it goes through the second part of the nuclear cycle. The second part of the cycle includes temporary storage, reprocessing, and recycling before eventually disposing as waste. With a financial push from President Obama and even Bill Gates Nuclear energy is out in front of all the rest as an alternative to generating electricity with fossil fuels. Radioactive decay is the spontaneous breakdown of an atomic nucleus resulting in the release of energy and matter from the nucleus. Fission is a nuclear reaction in which an atomic nucleus splits, or fissions, into fragments, usually two fragments of comparable mass, with the release of large amounts of energy in the form of heat and radiation. Fusion energy can also be produced by combining light nuclei in a process is called nuclear fusion. The things that have gone on in Japan have been absolutely terrible. On March 11th is when the earthquake and tsunami hit Japan. The nuclear power plant had emergency procedures in place for an earthquake in Japan. The nuclear power plant has fuel in the reactors that gets very hot and continuous stream of water that runs by the heated fuel and carries the heat away. This fuel is designed to work in such a way that it will cool on its own if there are no continuing chain reactions. When the earthquake hit, the plant shut down as it was designed to do and emergency power went on. However, then the tsunami hit as well, and power was completely knocked out. Of the eight reactors, they were having problems with three. The combination of two natural disasters is what caused this issue. Every nuclear power plant has to prepare for emergencies just like the one in Japan. Some of the rules you are supposed to follow when a power plant has an emergency are to listen to the specific warnings because you may be able to take care of the problem before it would get outside the power plant. Review your emergency handbook and be sure to tune your radio to the emergency alert systems channel to keep updated on what’s going on. Finally, evacuate to a designated reception center. Now there are different things you have to do when the emergency has already happened. If you are told to evacuate do not return home until officials say its okay, if you are told to stay inside and not come out do it and seek medical treatment if you have any unusual symptoms such as nausea which could be related to the radiation exposure. My personal opinion on developing nuclear energy is that it is a good thing to have around because it produces energy and jobs. The bad thing about it is that it is very dangerous to have around. If there was ever an accident it could leak toxic radioactive waste everywhere. I think that we should not produce nuclear energy in the United States because it is too dangerous. I would be against it if the United States ever decided to put a nuclear power plant in Delaware Ohio. If something were to go wrong all the people and businesses around there could be hurt and the people could die. If we had a power plant in Delaware Ohio there would be no way they could store the radioactive waste here they would have to send it somewhere else which would cause more of a danger because then a spill could happen on their way to the new site.That is to close for comfort. Down to a Sunless Sea is short story written by Neil Gaiman and published in the British newspaper The Guardian on March 22nd 2013. Taking place in London, this story describes a rainy encounter on the banks of the Thames which unlocks a tale of loss and grief. The setting is London. Presumeably 18th or early 19th century based on how the Thames is described as extremely filthy and filled with the bodies of cats and dogs. Also the mention of the so-called mudlarks: people who scavenge in river mud for items of value. This term is especially used to describe those who scavenged this way in London during the late 18th and 19th centuries. So, on the docks of Rotherhithe a woman encounters you. She tells you the story of how her son left her to go explore the seas on a ship. The ship he gets on is hit by a storm and he is left on a rescue boat with eight men. As the inevitable hunger sets in, the men eat the boy and toss his remains in the sea. The ship’s mate, Jack – a former lover of the boy’s mother – manages to get a single bone from the boy, a bone which he brings to the mother when they finally reach land. The woman then informs Jack that the boy was in fact his own son. After hearing this, the ship mate fills his pockets with stones and walks into the sea, and thus killing himself. Most important for the short story is of course the woman, as she is the one doing the monologue and telling her story. Having lost her son, her husband and her lover to the sea, the woman is heart-broken. She does not care about the rain or anything else for that matter. She walks the docks, staring at the sea that has taken everything she loved. There is no description of how the woman looks. All we get is the sensation that she is completely and utterly broken and has nothing to live for. The author of the story also manages to merge you, the reader, into the story by making you the person the woman is telling her story to. This helps getting the reader more involved in the story. The language of the story is very descriptive, yet very superficial. Descriptions of essential things for the story like the constant rain, that really helps set the mood for the reader, and the extremely important monologue of the woman, is very well described. Descriptions of how the characters look are however left out completely. This style of writing is very typical for short stories. The focus is on describing the elements that are really important, and the reader therefore has to imagine by themselves the things that are left out. Most of the locations in the story are mentioned by their actual name, for example the Rotherhithe docks1, adding to the realism of the text and making it easier for people who know these places to visualise the story. Gaiman utilizes plenty of linguistic tools in his short story. Right off the bat in the first line, we are thrown into the first metaphor. â€Å"The Thames is a filthy beast: it winds through London like a snake, or a sea serpent.† This metaphor is obviously filled with negative connotations. â€Å"A filthy beast† sounds very dirty and unpleasant and the comparison between the river and a snake – an animal that has been frowned upon for millennia due to its role in the Bible. Also in the very last line, Gaiman throws in another metaphor: â€Å"†¦ and the water of the rain runs down your face like someone else’s tears.† Throughout her story, the woman refers to the sea as ‘cruel’ more than once. This last line could mean that the rain is the tears of the ocean. Raining is the ocean’s way of crying. Although it might not shed tears as it received the bones of the boy, it still shows regret by raining and crying later on. The last line could also mean that rain running down your face symbolizes the woman’s tears. She has cried so much and she is unable to cry anymore. By sharing her story, she has also shared her sorrow and grief. The language of the text is characterized by being rather sophisticated, yet also influenced by spoken language, as seen in line 12 on page 2: â€Å"And then she sees you. She sees you and she begins to talk, not to you, oh no, but to the grey water from the grey sky into the grey river.†, where we see repetitions in both the first and the last parts of the sentence. The narrator of Down to a Sunless Sea is an omniscient third-person narrator. He or she knows everything. For example in the beginning of page 2, where we are told that â€Å"†¦ there are no mudlarks over fifteen years of age.†. Knowledge like this wouldn’t be available to the normal person, but becausethe narrator is omniscient, he or she knows this. Another example is seen right below our first example. The woman walks the Rotherhide docks as she has done for years and decades – nobody knows many years, because nobody cares. The role of the narrator is to convey the story to the audience. Had the narrator of this story been a first-person narrator – something that could have been done very easily by removing the you and replacing it with a first-person narrator – it would have changed the very feel and mood of the story. Down to a Sunless Sea is quick and chilling read that does its job well. The ending, perhaps, left a little bit to be desired but also has its charm in that the reader has to interpret the open ending by him or herself. A short, eerily creepy and chilling to the bone read that benefits from its extremely descriptive language and clever use of interpreting the reader into the story.

In the article Tough Justice for Juveniles author Edward Humes discusses the underlining problems with the Juvenile Justice System. In this article Humes claims in paragraph 2 that: Our national fixation with meting out adult punishments to young criminals has blinded us to the underling crisis-the juvenile systems shocking inability to impose meaningful penalties, or even supervision, on offenders before they become the predators we so fear. Personally, I agree with the Humes, the Juvenile Justice System is so readily willing to punish young criminals to the furthest extent of the law. In most cases without even considering, theyre prior criminal history or the crimes, that they are currently being processed. Humes illustrated examples in paragraphs 4, 5, 6, and 7 by discussing two youth offenders and the punishment that they where sentenced to after being processed through the current laws used by the Juvenil e Court System. In this article, the author clearly illustrates an appeal to authority by displaying a rational tone that isnt offensive and the author appears to be personally knowledgeable about the subject matter making his views creditable. The author also clearly expresses a genuine concern for the subject matter being discussed and offers suggestions on how to correct the problem illustrated in the claim. In paragraph 11 Humes stated: We can keep tinkering with the laws so we can ship more and younger children to adult court, but this does nothing to return juvenile courts to their original mission: to deal with young people before they become hardened criminals. During this time he became accustomed with much of the frontier humor of the time. According to Confucius when an individual has faults, he should not have fear in abandoning them. There is clinical evidence of extensive damage to the brain. This includes bilateral damage to pyramidal tracts to cause spasticity symptoms and to the basal ganglia producing features of parkinsonism. The presence of primitive reflexes indicates damage to the frontal lobes and the memory defecit is comparable with bilateral damage to temporal lobe structures. Difficulties in comprehension are secondary to the memory deficit. While much of the damage is attributable to areas of the brain served by the basilar artery (shown to be calcified, in the CT scans) the frontal lobe impairment indicates more generalised arterial disease. Fitness for trial Physically: Senator Pinochet would at present be able to attend a trial but as features of cerebrovascular damage have progressed despite optimal treatment (with good control of diabetes and blood pressure and antiplaseler agents) further deterioration in both physical and mental condition is likely. Mentally: It is our view that Senator Pinochet would not at the present be mentally capable of meaningful participation in a trial. We base this opinion on: 1. Memory defecit for both recent and remote events. 2. Limited ability to understand complex sentences and questions owing to memory impairment and consequent inability to process verbal information appropriately. 3. Impaired ability to express himself audibly, succinctly and relevantly. 4. Easy fatiguability With these impediments he would be unable to follow the progress of a trial sufficiently to instruct counsel. He would have difficulty in understanding the content and implications of questions put to him and would have inadequate insight into his difficulty. His memory of remote events is impaired. He would have difficulty making himself heard and understood in replying to questions. We are satisfied that the impediments we have identified are due to brain damage, as they are coherent in nature and consistent in manifestation and formal neuropsychological testing showed none of the features of deliberate exaggeration of impairment. In particular those neuropsychological tests indicative of original intelligence and educational levels (such as the vocabulary scale of the WAIS)show superior performance. At present, Senator Pinochet shows no evidence of clinical depression. Situational stress, as likely to be occasioned by trial, produces physiological responses that could accelerate the progression of vascular disease. We were told, however, that Senator Pinochet has in the past shown notable personal abilities in managing stress. We therefore do not feel able to express any useful opinion on the possible effects on his health of undergoing trial. The major episodes of damage seem to have occurred in a cluster of thromboembolic events during September and October 1999. There has been sufficient time for the great majority of any expected spontaneous recovery from these events to have taken place. Although some day to day fluctuation in functional abilities is characteristic of brain damage due to cerebrovascular disease we consider further sustained functional improvement of a significant degree unlikely. He is known for his skill at commanding his ship, the Maudelayne. He frequently travels the sea. Similarly, the knight is a traveler, except on land. He is an experienced fighter, as he has been in many battles. He was present at the battle where Alexandria was taken in 1365 by the King of Cyprus. In fifteen mortal battles he had been† (Chaucer 5). According to the examples of battles given in the text, the knight rarely loses a battle. He owns fine horses and is skilled at riding horseback. However, behavior is what really sets these two characters apart. The knight is a chivalrous man. He believes in truth, honor, and generosity. People look up to him; he is â€Å"Ever honoured for his noble graces† (Chaucer 4). A Christian and a virtuous man, he is even more humbled by his position as a knight. His many victories did not permit him to lose his modesty; instead, they led him to be wise and honorable. The Sea Captain, in contrast, is a fearsome character. When dealing with prisoners, â€Å"The nicer rules of conscience he ignored† (Chaucer 16); they walked the plank. Not a virtuous man by any means, he has a reputation of stealing goods from traders while they sleep. Those who fight him fear him. He does not have a high position in society, but his brutality and prudence make him successful in battle. He is revered for his skill and success, but people do not look up to him. In summary, the use of foil by Chaucer enables the reader to notice differences and similarities between the Knight and the Sea Captain. They have similar occupations, but different roles in society as well as nearly opposite personalities. The foil emphasizes their characteristics to make them even more prominent to the reader. For example, the knight’s Christian values make the Sea Captain seem extremely harsh and lowly in comparison. The reader will be able to gain more out of the story these characters tell because of how detailed their character sketches are.
